Community Corrections Is Not Jail

Oakland County’s community-corrections entry describes nontraditional placements that can include work-release tether, home-confinement electronic monitoring, pretrial supervision, and treatment-linked programs. These are not cells in a separate jail. They are structured ways to manage a person outside a traditional jail bed when a court order or program authorizes that placement.

The distinction prevents a common error. Moving from Oakland County Jail to tether can be a release from the physical jail building, yet it may not be an unconditional discharge from legal restraint. Location rules, work schedules, alcohol testing, reporting, or other terms can remain. A person may also be on bond while the criminal case is still pending. The court and supervising unit control the status.

Confirm Oakland Community Placement

There is no separate public inmate locator for Oakland County Community Corrections because it is not a detention building. Confirmation starts with the event that moved the person out of the jail bed. CLEMIS may show an Oakland County Jail release event, but its released branch does not display the reason or destination. The next sources must identify whether that event was bond, tether placement, sentence completion, dismissal, or transfer.

1. Check the Oakland County Jail CLEMIS views for the booking and recorded release date. Treat a missing result as inconclusive.
2. Ask OCSO Inmate Information whether the booking ended and whether the recorded event was release or transfer.
3. Read the district or Sixth Circuit court register and order for bond, tether, probation, or other placement terms.
4. Contact the named supervising unit for current program status when authorized and appropriate.
5. Request the existing OCSO booking and release record if the public systems do not show the disposition.

The Oakland Pretrial Services page addresses supervised bond placement for adult arrestees. OCSO Program Services covers jail-linked programs and tether options. Neither should be confused with parole. Parole follows state prison and remains under MDOC authority. Probation is imposed by a court and may be supervised through the state’s Oakland offices.

Oakland Placement Release Versus Completion

A jail release date marks the end of a booking event. A program start date marks entry into a community placement. A program completion shows that one set of program duties ended. None of those facts automatically proves that the criminal case closed, that probation ended, or that no other case or hold remained. The matching court record is essential.

The 2023 OCSO annual report counted 38 home-confinement electronic-monitoring completions and 60 work-release-tether completions. Those figures are aggregate events. They cannot confirm any named participant’s status. They also do not state how many people were on the programs at a later date. Use them only to understand the local scale and the shift away from in-jail Work Release.

A completion document should be read alongside the court docket. Look for bond changes, sentence terms, probation entries, program orders, violations, or an order that ends supervision. The operational program record and court order answer different parts of the question.

Oakland Tether Placement Rules

Electronic tether replaced the Work Release model once housed in the former East Annex. The 2003 Work Release building became the East Annex in 2010 and is now closed. That history explains why a modern search should not look for a person in an “East Annex Work Release” roster. The person may instead be under electronic monitoring while living at an approved location.

OCSO publishes several tether modes with different participant charges. Standard work-release tether listed a $220 initial payment and $14.50 daily charge. Soberlink listed $280 initially and $20.50 daily. Transdermal tether listed $325 initially and $25 daily. These were published program-specific amounts and should be rechecked before action. They are not universal fees for booking, release, probation, parole, or ordinary pretrial supervision.

A placement centered on an approved residence, with movement allowed only under stated terms.

Work-release tether

A monitored placement that permits approved work activity and travel.

Unconditional discharge

Pretrial Justice Services says supervision itself has no fee, though testing, electronic monitoring, or counseling imposed in a case can carry participant costs. This is another reason to identify the actual program rather than apply one price or rule to all community placements.

Oakland Release Planning Programs

The OCSO Program Services record extends beyond tether. The 2023 OCSO report documented 773 completions across JAWS, cognitive-behavioral, home-confinement, and work-release-tether programs. It also reported 18,961 jail-bed days saved. Medication-assisted-treatment participants received release planning. These figures describe program activity and planning, not a custody result for a named person.

Program participation can affect how a transition is managed without changing the legal source of authority. A treatment plan does not replace the court order. A saved jail-bed day does not equal a day without restrictions. Likewise, a completion may be one step in a sentence or bond plan. Confirmation still requires the participant’s own program record and court status.

OCSO Program Services also reports support such as bus tickets and clothing in the release context. Those services concern practical transition needs. They should not be read as proof that every participant received the same aid or that a person was discharged from all supervision.

Oakland Placement Release Records

When the public docket and CLEMIS do not resolve the event, request an existing record. OCSO Records Unit can provide a former inmate a free proof-of-incarceration letter in person with government-issued photo identification. For a public booking and release record, use the Oakland County FOIA portal and describe the record narrowly.

Useful fields include booking date and time, release date and time, release disposition, releasing authority, public transfer destination, and booking number. If the question is whether the jail event led to a community program, ask for the existing public disposition field rather than asking staff to create a legal conclusion. Protected treatment information, LEIN material, and other exempt data may be withheld or redacted.

Michigan FOIA generally requires a response within five business days and permits one written extension of up to ten business days. Permitted search, review, separation, copying, and delivery fees may apply. Court records are obtained through the courts’ own access rules, not executive-branch FOIA.

Oakland Community Corrections Contacts

Use the contact that matches the placement. Pretrial Justice Services handles its own supervision route. OCSO Records Unit handles existing sheriff records. A probation or parole case belongs with the correct MDOC Region 10 office, not a community-corrections jail desk. No separate jail address should be invented for these programs.

Oakland Placement Status Limits

CLEMIS is a jail management view, not a complete community-supervision directory. Its released-within-72-hours branch can show that an Oakland jail booking ended, but it omits the release reason and can lag. MI-VINE is a custody-notification tool, not a permanent program archive. OTIS applies to MDOC supervision and excludes people whose matters stayed only in county jail or local pretrial programs.

Use a two-source chain. Match the sheriff event to the court order and, when needed, the supervising program’s status. Record the lookup date and exact wording. A person outside the jail may still be restricted, and a program completion may not close the case. The Oakland County release search provides the broader route when the final destination is unclear.
